We were lower middle class but my mother had half a dozen hats (in hat boxes) and wore gloves and a dress when leaving the house. That’s how you dressed.

When a coat is worn in that manner it is a sleeved-cloak. And yes, a lady is expected to know when and how to do so.
This should never detract from the fact that coats are an improvement of cloaks. Pedestrian is in the mind of the Telegraph.

Melania has the genes and the training to look pretty good in whatever she chooses to wear. It isn't a common gift.
My dad and his brother could go and buy the same suit, have them tailored to fit perfectly, and his brother would always "look" better. He was a bit taller though in no better shape than my dad, but he was - as my mother termed it - "a clothes horse."
