The Democrats are probably looking for ballots where the voter left the presidential choice blank. Those ballots are set aside so that the crooks can use the “under voted” ballot to vote for Clinton. They then take a pile of “under voted” ballots and push the metal stile to push on the “Clinton” oval to create votes for Clinton. The ballots toward the bottom of the pile will have dimpled chads. The ballots in the pile just above the dimpled chads will have hanging chads.
Rush Limbaugh explained this in 2000. You cannot create a dimpled chad or a hanging chad on a single layer of paper. There must be multiple layers of paper, no matter what the thickness of the paper is.I tried this experiment and Rush was right.

The integrity of the vote is the not just a cornerstone but the bedrock of a functioning democracy. Intentional tampering with and of votes should be a federal crime on par with treason (regardless of which side does it). So far getting caught has meant getting a stern warning or a slap on the wrist. Some people need to start getting 10-15 year sentences getting handed to them and being banned for life from participating in any election process for this to change. Being found guilty of introducing stuffed ballot boxes into the process should be an automatic life sentence.
