Renting jets - that’s what I’m saying. They are renting jets. But you don’t just call a number and rent a jet. It’s not easy and their jet behavior has shown a few key points:
They were part of the Executive Jet fleet service that Dan Bilzerian either rents from, or contributes to
Bill can hang out on the Tarmac and purposely change his flight plan. The pilot must be HIS pilot. The jet should be his too. Otherwise it’s just awkward and unusual. Telling Phoenix ATC that you want to hang out a bit to say hi to a friend isn’t something that normally happens.

It’s pretty easy to rent jets. She has money and connections, so no issue.
Michael Jackson rented jets like limos all the time.

Until he is ready to taxi, ATC doesn’t really care what a pilot/aircraft does when parked.
When ready to leave, the pilot requests a clearance for a filed flight plan, taxis, takes off.
Flight plans just expire after an hour or two if no clearance is requested.
If plans change, he just files another flight plan.

Telling Phoenix ATC that you want to hang out a bit to say hi to a friend isnt something that normally happens. Why not? was probably parked on the south side of the airport where an FBO is located (as well as Swift Aviation, which provides the type of executive service to which you are referring). U.S. ATC is not like Europe... you do not have a departure slot that you lose by not showing up on time (except at LaGuardia I think). You file a flight plan and (assuming there are no issues with the flight plan) contact the tower when you are ready to depart... that is done AFTER the pre-flight checks, after fueling up, after the pax are on board and after the door closes. You do not contact the tower until you are ready for a taxi clearance to toward the runway.

The costs - even outside of the cost of crew - are staggering. A private jet is a blackhole of money for the foolish rich. " Back in the 80s I knew a fellow who claimed he could predict the failure of entrepreneurs within a few months.
He did this (with frightening accuracy) by simply calculating 18 months from the time they bought a corporate jet.

The party or candidate rent them for 90 days or so.
She just got the big jet a couple of weeks ago.
November 9th she is back to hoofing it.

But you dont just call a number and rent a jet. Sure you can. It's expensive (by the standards of most of us) but if you have the money, it can be done.
