Burch said she flagged down an officer and he called his sergeant with the Cleveland Police Department.
Burch wrote in the post that the sergeant told her that the man 'has the right to discipline his children'. She also added in the post that the sergeant told her for it to be 'abuse there had to be bodily injury to the child'.

So what's the deal here? Is dragging a young girl around by her hair abuse if the child shows no signs of injury?
Pictures of this guy are very clear and will go viral between web, social, and news media. He has some explaining to do.
If this is treatment in public, have to wonder what life is like for that girl at home. Hope my assumptions are wrong.

My bad. I first read this on another site. One that could not be posted to FR. It only had pictures and Wal Mart. I was reading it there and mostly it talked of the man dragging her and wal mart shoppers watching.
