There’s also a ban on flashbulbs during encounters with the press. Not press conferences, mind you - Hillary is too good for those - but any press who attend her rallies.

That's not an implausible scenario.
Sunday morning here in the NYC area was cloudy early on, then the clouds lifted and the humidity dropped quickly. She might have been caught out in the sun unexpectedly.
