The point you make in your post is correct also...speech writers will amplify on biographical material and other notes provided by the speaker-to-be.
To add to your observation, the speaker is always free to add or subtract to the speech-writer's end product as he/she sees fit.
However, she appears to have been reading a text provided for her based on her notes or whatever...it's basically irrelevant.
The syntax in the speech is not her style of speaking, so it leads me to my conclusion that she's completely innocent of any plagiarism charges....and that a campaign staff speech writer is the varlet here, either by deliberate sabotage or willful, sneaky laziness.
The sentences were definity cribbed, unless one has one's head in the sand like an ostrich!

For the record, Reince Priebus has said the speech writer should be fired. Why would Reince say that if he didn’t think it was copied? Reince is not up to any tricks. Trump has praised Reince.

Sorry Liberals, Melania Trump Did Not Plagiarize Michelle Obamas Speech

DCGazette [ ] Did Melania use a few sentences that were similar to Michelle Obamas speech? Sure, but that is common. ALL First Lady speeches resonate the same universal concepts.
The fact is, you can go back and look at Laura Bushs speech, Nancy Reagan, and even Hillary when she was first lady and find the same type of comments.
In a speech Hillary Clinton gave in 2014 for the New American foundation. Hillary spoke of the same values saying,
my mother and father gave us a middle-class life with opportunities she never could have imagined for herself but which she always believed could be possible for her children. And that was a great gift that I will be forever grateful for, and then Bill and I of course worked hard to pass on those values to our daughter.
(In other words, passing on values to the next generation, like Michelle Obama said in 2008.)
Laura Bush said in her 2004 RNC speech,
If youre determined and you want to work hard, you can do anything you want to. Thats the beautiful thing about America.
(The same concept of Michelle Obamas speech in 2008.)
