I think Obama wanted them in US prisons so they could convert some of the homies. Lot’s of black muslims came out of prison and angry about the US.

An anecdote. I knock on doors for the Trump campaign in VA. Ran into a gentleman today who wanted to vote for Trump but couldn’t as he was a convicted felon. He wasn’t aware that Gov. McAwful had restored voting rights for all convicted felons in VA. So we got one more Trump voter.
Point being, people’s views and politics are determined more by tribe than by their rap sheet.
