No Samuel Morse wasn't a martian, that's just how far his code carried, at least that we now know at this point!!! At least there is no proof he was a martian at any rate, I should say.
The other option of course, is that martians had communicated with him and he is falsely attributed as being the creator of Morse code, when it should be called martian code. We may not know the truth in our lifetime, but future generations may find out when martians pay an open visit to earthlings.

seems there were more than I read:
Clarke paired up with Gentry Lee for the remainder of the series.
