A firework will burn you severely, but even a mortar round will not blow a leg off. I’m thinking someone place an explosive to bomb Elie Weisel’s funeral and this guy found it and accidentally detonated it.

AP mines don’t necessarily have metal fragments, starting with the infamous German wooden “shoebox” mine, undetectable to magnetic sweepers.
