The Albanian Islamic Cultural Center in Tompkinsville was among several sites under surveillance in that neighborhood by the NYPD, based on a secret department report obtained by The Associated Press. (See full report below.)

The NYPD targeted the Tompkinsville neighborhood within the 120th Precinct because it had seen a "high influx" of Albanian immigrants from Montenegro, Kosovo and a "small percentage" from Albania.
The secret NYPD report said that "Albanian businesses" were concentrated along Victory Boulevard and included hangouts such as social clubs and Halal food shops frequented by Albanian men after prayers at the center. The mosque, at 307 Victory Blvd., the site of the Building Bridges Coalition of Staten Island's Interfaith Thanksgiving Celebration last November, was targeted in the report.
In a section about the Island's Albanian Islamic Cultural Center, the NYPD report notes: "Imam may have possible connections with Al-Farooq (mosque) in Brooklyn" and "The Albanian community claims to have raised $5 million to build the Mosque in 1990." The NYPD comments list the attendees as Sunni Muslims.

It’s not the Albanian, but the Statin Island part that is suspect, and ripe for extra police scrutiny. That whole borough is like some kind of strange criminal outpost.
