Presuming that’s true, why are fewer blacks raised in stable homes and in good neighborhoods?
Why are blacks different in almost all measurable ways from whites? Indeed whites are different in almost all measurable ways from Chinese, and Latinos are different in almost all measurable ways from Japanese.
Different races produce different people. And before you call me a racists for saying that, I will point out that whites are NOT the smartest people in the world, do not have the lowest rates of criminality in the world, do not have the highest standards of personal cleanliness in the world, and do not have the highest earnings in the United States.
See, I’m not a cowed liberal. I recognize the difference in races and it does not scare me.

The Democrats have never wanted blacks to have equal opportunity, and when their overtly racist policies were stopped by Republicans, they had to turn to other ways to keep blacks down. So they use toxic culture... anyway, enough said on that, because that subject deserves a thread of its own.
Compared side by side, blacks in a good environment perform as well as anyone of any other race in the same environment.

My ancestry is Hispanic/Latino, but most of those ancestors had come to what is now Texas before 1800-I’d say we are assimilated-we have a few cultural specifics, but we are just ordinary Americans, even to learning Spanish as a second language in childhood-that is common to W/SW border area Texans of all ethnicities and colors...
