My poor dad was born on February 29th. He died at 72 year, but only had 18 birthdays.
There has been one in the past.

Thus, from 29 February (Julian) or 11 March (Gregorian) 1700, until 28 February (Julian) or 10 March (Gregorian) 1712, Sweden (which at the time included Finland) used a calendar which was one day ahead of the Julian calendar and 10 days behind the Gregorian calendar. “
