Doing math, that’s 1.81 body per ship.
If they were escaping, why didn’t they “shippool”? aka carpool.
Something tells me that there were many more on board who may have made a fine meal.

It was not all at once. I think they said 4 washed up last November, and more have been trickling in over the past year. The map shows where they have washed up onshore...all over the west coast of Japan. Then the Japanese went out to do surveillance and found more floating in the Sea of Japan.

Hard to blame Japan for SENDING A MESSAGE to North Korea (and probably China also, along with us, of course), which is that:
They are not a BUNCH OF IDIOTS and simply will not permit a mass migration of people into their country that simply WANT TO KILL THEM. In other words, send your ‘refugees’ to other countries, as they won’t make it alive to Japan.
