So if she went to Europe to vacation for a month, nobody could get married until she gets back? I think they may have pre-printed licenses just for this purpose and it may be entirely legal.

But I could be wrong.

You mean to tell me that all the bills in my wallet with the signatures of the U.S. Treasury Secretary weren’t personally signed by him?

I used to have a stamp of my boss's signature to use on the payroll checks when he was out of the office.

That was not fraud.

I could use it on PO for items needed for office supplies when he was out of the office.

That was not fraud.

If I had used it to sign checks for capital expenditures or to sign PO's for shop supplies, that would have been fraud.

If I had used it in any way or at any time he did not authorize me to use it, that was fraud.

If this case, no authorization means fraud.

There are other districts to issue liscences-

According to the state law I read, if the county clerk is not available, the county judge has the responsibility to issue marriage licenses. The statute says nothing about the deputy clerks having authority to issue licenses.
