That's why Orwell wrote it. Ordinary people weren't about to get their minds around Communism and totalitarian "thinking", so he had to do something to say, "Look, these people have dialed you up, and they're coming for you."
He saw the Communists in all their sleazy glory when they took over -- a stateless "coup d'etat" -- the Spanish Republican movement on Stalin's orders, and shot their French labor-union allies on trumped-up, bogus "charges". They came for Orwell and other foreign-national allies, too, and Orwell had to run for it, literally running across rooftops.

Actually, no. That was their propaganda back in the 30's, 40's, and 50's. Frankfurt School prolefeed, straight from the gristmill: Destroy the corrupt old society, "organs", government, everything, 100% and then build afresh with virginal materials and simon-pure Marxist-Leninist goodwill.

It was never, ever what Communists have done. In 1918, the night before they stormed the Winter Palace, the big-hat Communists of the Russian Communist Party spent all night sleeplessly, not dressing their troops or inspecting their installations and pickets -- no, no, nothing like that.
They spent all night arguing among themselves about how to rename all the government ministries, in order to insulate them from public inspection and from the effects of 20 years of Communist propaganda and demagoguery. They needed the People to think differently about the government ministries once they were under Communist control, and not measure them by the same yardsticks the Communists had used for years and years, when they were levelling scathing criticism at those selfsame ministries.
It'd be a worthwhile subject for delicate investigation, to see whether any Russian government petits fonctionnaires actually lost their jobs when the Communists took over. My own guess is, not many. After all, you need people who know what they are doing.
Think, too, about how much the government ministries changed when Communists took over Saigon (think mailmen in Chu Lai and Cholon lost their jobs?) and Cuba. Other than the loss of wealthy Cubanos to the Florida economy, life continued pretty much as before, except for the 3-hour interruptions when Fidel made a speech. The economy gradually declined, but nothing good happened that the Communists could take credit for.
The answer, then, is that except in Cambodia, where the Maoists killed everyone who could read, Communists have never inaugurated wholesale changes in government and society (except in agriculture, with their communal farms), but instead have taken them over as going concerns and run them conservatively.
