The reinstall message should have given you a number to call. They should be able to unlock it for you. Note: when my son went through this, he repeated the code several times to the automated responder. After these failures, he cursed - something unusual for him. It immediately connected him to a live person. Your mileage may vary.

Does 10.0 have more code or less code? Does it boot faster? Shut down faster. Have more DRM? Give you more control over your own hardware? Probably more code but a smaller memory footprint (less code in RAM at any given time). Boots and shuts down nice and quick, at least until you load in a million drivers and background tasks. Dunno about DRM, probably more. Control over hardware... eh, probably it's more restrictive, but that's a guess.
Caveat: Those comments are my opinions or guesses, not known facts.

Post 4 is correct, and failing that, you could likely buy reinstall software from Dell for that PC.
Of course, we should make such from the image partition which is usually provided rather than the DVD installation media. By which you can usually reinstall the OD. Did you try that option (F10 during POST)? .

Why would conservatives on a conservative site expect a private business to give them anything for free? Its an operating system, made by a company that needs to make a profit or die. Naturally theyd sell it. The fact that a genuine user of an older operating system can get the latest for free is a very good deal! Those who have pirated copies shouldnt get a good deal, should they? Correct.

The so-called Apollo Guidance Computer (AGC) used a real time operating system, which enabled astronauts to enter simple commands by typing in pairs of nouns and verbs, to control the spacecraft. It was more basic than the electronics in modern toasters that have computer controlled stop/start/defrost buttons. You can install the Windows 10 preview for free and then when the final release comes out it will update to that for free. I recall that was not the case, but i am running WTP now, while W.8.1 is on another drive. But which was installed on another PC.

I just saw a Twitter post quoting Microsoft confirming it.
I’m running it on a brand new PC. It’s the only operating system it’s had. This new machine is massively overpowered and I’ll be converting my old one to a virtual machine running under Hyper-V.
