Vick was suspended for two entire seasons. The additional preseason 2 games suspension was considered a punishment in his case because it denied him a training opportunity. I'm not aware of any other case in which a preseason suspension was considered as a punishment. http://en.wikipedia.org/wiki/List_of_suspensions_in_the_National_Football_League doesn't list any.
