It was actually common in the West less than 100 years ago but people often got married too.
The first laws dictating age of consent in the USA ranged between 10 and 12 and started in the late 19th century. 12 was considered to be an adult woman per Biblical law.
Not excusing what this guy did but just wanted to show that civilization is not that far removed from when this was completely acceptable.
