That graphic and the description of the incident actually demonstrates an important point in motor vehicle safety.

Was the driver of the VW who was talking on the cell phone the real problem here, or was the motorcycle traveling at 85 mph the bigger issue?

If I'm driving after a night of heavy drinking and I'm involved in an accident because someone runs a red light, am I really the one at fault -- even if I have a BAC of 0.20?

If you really want to stir the pot, try bringing Divine Providence into the picture!

The gist of public service announcements like this (I do not like them either), is to lessen the probability of negligence in contributing to injuries and death. The old anti-drug announcements regarding heroin (shooting up) had a positive impact on me back in the day: I stopped at snorting coke. BTW, you may see me texting while driving a bulldozer around town.
