WTF does this judge dude have to do with any of this, a public health issue? Why not the mayor of Dallas or governor Perry? Who told this guy he’s in charge of anything?

Texas Counties are run, more or less, by a Commissioners Court. The at large member is the “County Judge.”
In Texas, the head of a County Commissioner’s Court is referred to as a judge. So, Jenkins is chief exec of the Dallas Co. Govt.
He’s the chief executive of Dallas County or some such.
