There is an article in today's San Francisco Chronicle titles "Is Raiders stadium roof proposal over the top?" (I can't copy the link from here) that mentions plans for a mostly privately financed stadium in the Bay Area which would cost in the $1b range. That would include a potential retractable roof. It is tough to put a price tag on your question because it depends on many extrnal and internal issues. This happened with the recent stadium vote approval in Minnesota which was subsequently awarded a future Super Bowl.

Dear Oakland: Mark is jerking your chain. Now, if he were talking about bringing it back south, that might be different. The Raiders have a fan base in Southern California from the last time. Why would they move to Texas to build up something they already have?

San Antonio currently has the Talons, an Arena League team, that plays in the Alamodome. However, their owner was caught in some legal hi-jinks, and the future of the team is in doubt. San Antonio also barely supports a AA team, despite the fact that the parent MLB club plays in a smaller city.
