Maybe a Mass resident can shed light but according to news media, Ghuzlan Alghazali has “Mass ID” but does not possess a driver's license or learner's permit.

Mass ID can be received from the state to prove age (for one thing). If you are old enough to drink, but don’t happen to drive, you can have a Mass ID which looks something like a driver’s license, but does not allow you to drive.
