The story clearly states the Navy beat the Coast Guard by 14% does it not? Coast Guard ain't military. Although they are now DHS, they used to be Dept of Transportation.

In time of war, the USCG has been seconded to the DoD, but I don’t know how the DHS assimilation affects that.
