He should be forced to pay for the costs of having done this. Not necessarily the water itself, as that would be more than what anybody could afford, but the labour involved in emptying and refilling.

It’s highly acidic. Odds are, it makes the water better, not worse. There certainly isn’t bacteria in it, unless he has a UTI and is peeing blood.
