Andrea Vidales makes $9 an hour taking care of a blind Korean War veteran and an elderly couple in their Merced County homes. Under Californias In-Home Supportive Services (IHSS) program, she spends about 60 hours every week bathing her clients, preparing their meals, cleaning house, paying their bills, driving them to doctors and dealing with other aspects of their medical care. She was delighted, then, when the Obama administration, through the U.S. Department of Labor, announced new regulations last September requiring in-home caregivers to be paid overtime for working more than 40 hours a week.
Her good fortune didnt last long. On January 9, Governor Jerry Brown unveiled his proposed $155-billion budget for 2014-2015 at a press conference in Sacramento. Under the governors budget, Vidales and hundreds of thousands of other home health care workers would be prohibited from working more than eight hours a day, or 40 hours a week. Now, suddenly, the states home health care workers are not only facing the possibility of not receiving overtime, but of also losing the extra hours theyve been accustomed to working.
Under the program, elderly, disabled and blind recipients can chose the person who cares for them. In California, more than 72 percent of IHSS recipients receive care from a relative and more than 42 percent of caregivers live with the person for whom they provide care.

But I bet the Unions still get their cut.
A lot of people get paid under the IHSS program to take care of their own relatives. You go over to Grandma’s house, sit on your ass watching TV, and the gubmint pays you.
To be honest there are some major scams...I know a women who has 100% disability and has her mother paid as a full time live in caregiver.
The reality is the mother does not even live with the daughter, the daughter works selling stuff online and the mother & daughter split the mothers payments for being her full time caregiver
There are some scams, but the irony is that those that thought that they were going to be paid even more have been dealt a blow. Of course, the unions will probably take this to court.
They should mandate pay for these folks to be twenty dollars per hour and their problems will be solved.
The CNAs and HHCs and LVNs here in Texas that I know already get overtime.
This whole thing was designed by the unions.
At least, she was delighted until she found out that there were people who would work those other hours, and that given a choice between paying one person time and a half, or a different person just time, people would chose the latter.
Now she is worse off than before, because Obama wanted to "help".
