Both would often leave Dem political appointees in place, rather than firing and replacing them, even when that was their prerogative as president. Bush 43 even went as far as allowing a federal judgeship to go to a Leftist Dem, simply because the Dem's nomination had been in the pipeline under Clinton. Of course, this gentlemanly behavior was never reciprocated.
