The problem is, just as in other democracies, we have handed out the "right" to vote without anyone earning it.
Heinlein's idea of a person working to earn citizenship is a bit extreme, but why not grant voting rights only if a person has contributed to the community
It doesn't have to be a stint in the military -- it can be community service physical or otherwise.

Didn’t it used to have to be that you had to be a property owner?
I could see that, or requiring military service or having a job.
But you know that now the chance for that is long gone.
It’ll NEVER happen under this regime.
