As for the number, what I remember is 23, before the order was rescinded. In the scale of things in that conflict, I think it qualifies as a load.
Of course, as things move on, I expect enemy re-editors hashing out their differences on wiki, which is kind of an amusing spectacle all by itself.

Sounds like an archaic wording of the "Stand Your Ground" law.
