France's new Socialist government is planning to ramp up the cost of laying off workers for companies in the coming months, its labour minister said on Thursday after data showed the jobless rate hit the highest level this century at 10 percent.
President Francois Hollande rode to power in a presidential runoff last month on a promise to tackle soaring unemployment, which has reached the highest level since 1999.

Wouldn’t this discourage employers from hiring in the first place, if they’re not sure they will be able to keep the employees for any length of time? Unintended consequences aren’t always unpredictable.
No problem they will just pass a law requiring your business to be profitable no matter what, as well as mandating 2 unicorns for each washroom.
My God! French companies want to be profitable and pay dividends to their stockholders! Bring out the guillotines!
The solution has already been invented: its called Directive 10-289 (from “Atlas Shrugged”).
French companies already have a host of weaselly workarounds for this sort of thing.
“Wouldnt this discourage employers from hiring in the first place, if theyre not sure they will be able to keep the employees for any length of time?”
You would think even a 6 year old would be able to figure that out in 10 seconds... but not a socialist.
I imagine this part from Directive 10-289 is not far off...
“Point Two. All industrial, commercial, manufacturing and business establishments of any nature whatsoever shall henceforth remain in operation, and the owners of such establishments shall not quit nor leave nor retire, nor close, sell or transfer their business, under pentalty of the nationalization of their establishment and of any and all of their property.”
I will make it illegal for you to lose less money.
Oh, and pay me more taxes.
Dear employers, please speed up your lay-off actions.
Sincerely,
French Minister of labour
The last made in France product that I can think of they exported in any significant numbers numbers was Le Car which spent more time in Le Service Shop than on asphalt. What do they manufacture in France today that they export? I cannot think of anything. Maybe this is why.
Wonder when they will demand that underwear be worn on the outside of clothing ... so .. they .. can .. check ... ?
Well, they got what they voted for. Instead of laying off a few workers they cannot afford, firms will just go belly up, one way or another.
Employers,
For each employee you lay off, the Federal Government will penalize you one year of that employee's pay.

That should get the unemployment rate below 5% in a big hurry :)
