The federal [state, county and local] govt has become an employer of last resort for the A.A. crowd; and it shows in their operations. Not smart enough or motivated enough to find a real job? It's OK-the govt will give you one.
And before someone goes apoplectic, I've just spent three years working within the V.A. system and my experiences validate this.
