It isn’t, but you said public roads. You didn’t specify “in the US”. The point is that sweeping blanket statements like that are pretty dumb.
Also, you apparently haven’t heard of the BBORR or the Silver State Classic which are legal, sanctioned unlimited speed races held on... public roads.
Sorry....not into racing anymore, and public roads are for public use, observing the rules-of-the-road and LAWS that apply. To shut down a road for a "Road Course", and including for "Grand Prix" events, the roads are scrupulously cleaned and repaired to assure at least a HIGHER LEVEL of conditioning than a routine, everyday road surface.
Racing is for Race Courses, not public roads, except for true amateur idiots who think they are "special".
