A glance in the half-opened bolt was enough to convince him that the Browning A-Bolt 7mm rifle was ready for the flight. But as he placed the gun in its case and headed off to the airport, Deubler, an officer with a variety of state and national hunting organizations, seems not to have thought to remove the rifle's internal magazine.

Maybe the United agent should be more careful about where they are pointing a firearm. The first rule of firearms safety is ‘don’t point it at anything you don’t intend on destroying’. The owner should bear some responsibility as well. They should know how to make the rifle safe and how to unload it properly. So is it routine procedure to dry fire the rifle when checking it? If the owner would have removed the bolt, all the problems would have been solved.
I own an A-Bolt Stainless Stalker in. 300 Win Mag. I can see how this could happen.
Certainly doesn’t excuse it, though.
There's plenty of blame to pass around. I have never liked to dry fire especially in a building.
I saw my Dad shoot a .22 into a baseboard of our house by dry firing. His gun was "unloaded" also.

Wonder how he inspects a suitcase suspected of having a “suspicious device” in it.
Oh I know, we pay for him.... so given this little aberration I am sure he would stand over said suitcase and shoot at it with a shotgun... in the middle of the public assembly area.

This guy sounds like a doofus. Except for your home defense gun, who keeps a loaded magazine in their rifle anyway?
It sure seems so. Someone with his experience would check the magazine & check the chamber for a cartridge. And remove the bolt as Toolman indicated.
This would also be after he signed a statement on the “Unloaded Firearms” tag saying that the gun was unloaded.
