My reading of Ammendment XIV Sec. 4a, is that the President is obligated by his vow to uphold the Constitution to ensure the government does not default on its debt (else the Federal debt would not be beyond reproach and unquestionable). IF the debt ceiling isn't raised, the President must take whatever measures are necessary to ensure a default on the Federal debt does not occur.
