I’m no expert on copyright, but the story of Arathorn and Gilraen is merely touched upon in Tolkien’s works. I don’t know if taking the mere concept and creating a movie about it would really violate copyright.

I think Tolkien's copyrights have expired by now. She just needs to be careful about references to the movie.
