I keep harping on this fact but whenever you see an easily digestible number like $10 billion (or seas will rise 2 meters, not 1.7 meters) you know the number was just pulled out of their collective butt and has no legitimacy.
The $10 billion is small enough to create an "in" where the mechanism and "moral justification" precedents are created.

But, all these 'disadvantaged' countries have the advantage of a couple hundred years of technology for the taking that the US and Europe didn't at the beginning of the industrial revolution, anyway.
