Great, then lets have some reform of the legal system so that every whiny idiot who thinks they are a "victim" can't go out and hire a sleaze-bag lawyer and sue the Doctor, medical facility, nurses, and janitor.
That is a major contributor to high health care costs - high malpractice and liability premiums. Because of these, Doctors are encouraged to test for every possible contingency no matter how remote. They don't want to be facing some opportunist in a courtroom who is claiming they "obviously" should've known and tested for xyz.
Put sanity back in the legal system and you'll get lower insurance and fewer tests.

Now, on the subject of doctors ordering multiple tests... I kind of agree that they often practice (expensive) defensive medicine to prevent malpractice suits, rather than out of medical necessity. But the CORRECT answer to that problem is to rein in the out-of-control trial lawyer industry, not legislate medical practice. You ready to do that Bambi? Smack down your trial lawyer donors? Huh? Didn’t think so.

Probably not very often since you usually need a referral from a physician to see a specialist, and in most cases, whatever tests he's done are forwarded to the doctor you're being referred to.
This press conference is beyond belief. Isn’t there someone with some technical expertise who can pair a Bush presser, where the reporters are tearing him to shreds, with this “tea party”, where the reporters seem terrified to ask him a real question.
