What does a “free flow of information” have to do with forging a birth certificate?
A forgery of a short-form birth certificate is still a forgery, even if his long-form birth certificate has the same information on it (which it won’t, of course).
It’s a forgery regardless of his true citizenship status.
It’s a forgery regardless of where he was born.
A counterfeit $20 is still a counterfeit $20, no matter how good it looks.
