A private business must sit on a tall pile of cash, and be totally insulated from fear of shareholders, to perform space launches. Governments today do it because they can afford it, and because once the plan is approved it will go on. Businesses are usually scaredy cats, afraid of risk and lacking financial resources. Hardly any business can bet the farm on success of some specific launch. In large companies bureaucracy sets rules for its own survival, and that means "no risks."
Today's crop of rocket entrepreneurs is mostly self-made men who have some money (not much and not enough) and plenty of passion. IMO, if someone makes it, that would be such a company - entirely driven by a person, not by a board of directors.
