No, not quite strangers. I think more along the lines of fellow Americans.
A lot of that depends on which area of the Government you want to work for/have experience in, and what level of clearance you have.
Even now, anyone with a Top Secret and current Polygraph can pretty much take their pick of jobs: I hear it referred to as the “Golden Ticket” here in DC Metro.

Primarily hospitality careers, but also catering, cruise lines, travel industry and restaurants. Can set up a notification system so that when jobs are posted that fit your criteria they will email you.
It amazes me how bad people in positions of leadership can be in the workplace. At every single place I've ever worked, I've known at least 5 people at each place that were in positions of leadership, that had no business doing so. Some of which I even worked for. I can't help but to wonder how many companies fail, or do poorly because of piss poor management and bad bosses
