It is pretty good.
It allows a "peaceful" player to win against a more aggressive one. Thus the "Beyond the Sword" part of the title
A strong defense is still a must and I always have a few unhappy surprises for anyone who thinks that just because I am not going to war with everyone on the map that I am a pushover. Still I am usually able to build a strong nation and win without usually firing a shot except at barbarians.
You will be overwhelmed by my culture, my religion and corporations. And pay me for the privilege. Bawa-hahhah-hahah!

In defending a territory, a properly installed mace of the appropriate size would be very effective at area denial.
