The entire pack that was with her when she died (or driving on errands, or buying boats) should be arrested, IMO.
Well, Perper did imply that there was a missing piece in her death. I have the feeling that what went to the tox lab was to do some exploring way beyond the norm.
I have a nagging feeling the results of the autopsy will not point to WHO, we will know where and when but how is another story.
