WASHINGTON, May 31 — After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

This is not a new problem. Dean Swift, (Jonathan Swift), wrote about it. He described them as "flappers," who would flap the ears of the high and mighty whenever, in the opinion of the flapper, the matter warranted attention.
Needless to say, the author of "Gulliver's Travels" was not impressed by this.
Today they have ensconced themselves as broadcasters. Exactly what it is they broadcast they are always careful not to say. I ignore them.
When someone says, "Did you see what happened on 'Jerry Springer'?" I answer, "No. And I am much the happier for it."
