WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

A sexy tax would be one that combines the function of taxation and something like the lottery into a single economic function.
So if one pays taxes and picks the right five numbers, they win a beautiful Hollywood starlet? Oh, the burden of taxation!
Here in Maryland, at about three dollars for milk, and five percent tax, the reward would be a hundred and fifty dollars, minus the cost of the milk.
You aren't in Montgomery County, are you?

It makes the paying of sales tax a little less burdensome.
A sexy concept, for taxation.
By the way, it isn't gambling. It's an instant, random, refund, to promote business activity.
Think of the surprise, and delight, as the store clerk explains, and then hands out the change.
It could be a good gimmick for grocery store chains. They would have to absorb the loss, but it would bring in shoppers.
