WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

That's the problem now, as I see it. We've had such wimpy, kiss-a$$ presidents for so long it's no wonder Bush is getting so much flak. Hopefully, we can get another tough Conservative in the White House for the next eight years. I'd at least like to see something left of this country for my great grandkids.

I don't disagree, but that is not the entirety of the answer.
I think societies tend to be modeled on some insect social order structures, with the soldiers at the periphery to the outside world, and the ones to be protected in the interior.
Warfare and violence in today's world makes this simple concept difficult to achieve. There are no safe places.
The situation devolves to what you describe, and we see it in Israel. Armed soldiers and citizens are everywhere, ready to respond to the inevitable attacker.
Our stroll out of the valley is turning out to be a longer one than we had thought it would be.
