dragons are generally thought of as having forelimbs, hind limbs, AND wing limbs, whereas wyverns have no forelimbs.
wyverns are more biologically plausible, being built on the four limb plan endemic to vertebrate life.
dragons, however, are cooler.
so? which?

All that you say is true. However, recall that my substitue for the requisite musculature is to be a form of internal combustion, using that same fire-breathing capability.
As for the other, these essentially gliding wings would have slowly developed from the scapulae of the smaller animal.
As I said, initially, extending the tissue upward to catch the morning sunshine, would serve to hasten the small animal's ability to look for food, and then later on, it could be used to assist departure from predators.
The function as wings would take a very long time to develop. The tricky part would be incorporating the fire-breathing to power the wings. But that development is no more incredible than fire-breathing itself.
Picture a creature, attempting to evade capture, suddenly popping explosively upward and then gliding for a good distance away.
Eventually, the advantage of flight would turn the tables, and make the dragon a predator, chasing down its own prey.
