Answer: The kind of person most likely to be be an irresponsible dog owner
I bred and raised dobermans for many years. None of the people who bought my dogs were irresponsible. I checked them out with background checks and spoke to their veterinarians before selling to them. None of my dogs ever were brought back for being viciousness. Some people just love the bred of dog and can be responsible. We have a pit running around my neighborhood which scares me as I have a small child. The owner has been warned to keep her fenced but she claims the dog is a "baby" who wouldnt hurt a soul. When we see her loose again animal control will be called.

This is the procedure the responsible breeders I know follow.
In addition they have written contracts with the buyers stipulating the buyers responsibilities and allowing for reclaiming the dog in case of breach.
When we see her loose again animal control will be called.
I keep animal control on my cell phone speed dial.
I drive for a living and I report any dog I see running loose/unleashed.
A dog not controlled is an 'accident' waiting to happen.

Thanks to the Pit Bull owner you now know what frontier living in the 1800's was like. Always carrying rifles and being vigilant for wolves, grizzlies and cougars. Get a gun and be prepared to use it in case the dog's prey drive trigger goes off.
