Yes it is a good thing they have been monitoring them. However, the Liberals would STILL be monitoring. They would have never acted. Stephen Harper has put hundreds of new police officers on the job since he took office. Plus, he is bold enough and in touch enough and cooperative enough with the US to actually DO something. I have always expected an attack to happen in the Toronto/Ottawa area under the Liberals. It is fortunate that they took action NOW and I attribute that to the new Government.
