You have no idea how tough it is during the commercial breaks of "24" to force a 4 pound dog outside to do it's business in that kind of foul weather.
At times I must pick up the WHOLE DOG and place it under a tree in the front yard and the dog has to get over the shock of the burst of the 55 degree cold weather.
Even worse in the rain when a torrent of a half inch of water may pass by threatening to carry my dog away.

We had a 10 lb dog, and I got her a yellow raincoat with a hood. It helped during rainstorms and blizzards.
