Either they're using her to advance the story line or...that's what Nina used to do.
Yes you are right, but surely they won't make Jack fall for another Nina type. It would be too much. Just like Kim being kidnapped every season is too much.

Nina used to work at CTU. She was Jack's right hand gal in Season 1.
But she was really a traitor. A mercenary working for terrorists.
She ultimately killed Jack's wife at the end of Season 1.
In Season 2 she appeared again. She held Jack at gunpoint until President Palmer agreed to pardon her of all her crimes. She fled the country.
In Season 3, Nina returned again, working for the terrorists as usual. Jack managed to capture her and brought her back to CTU.
Somehow she got loose and killed everyone that got in her way as she tried to find a way out of building. Jack cornered her in a locked room. He blocked the security camera with his body and shot Nina three times--the last bullet right between the eyes. Finally! :)
