The date on it was "21/9/01" - I'd love to know what his point was setting his parody cheap insults at a date so soon after September 11!! Deciding to add injury to insult, perhaps?
Yes. It was ten days after September 11th. They are implying that there was MUCH ado about nothing in the aftermath of the attacks; that terrorism is an isolated incident and the rock-solid patriots of this nation are all bloodthirsty, fascistic warmongers.

You have to remember this one thing:
History began on January 21st, 2001.
With that as your template, making wild allegations isn't so wild. Both American left-wing press outlets and European rags either directly or indirectly linked the 9/11 attacks as a response the election of President Bush.
